Job Description

Roles and Responsibilities:

The Chief Engineer (CE) is accountable for ensuring the Department’s deliverables are of the highest quality, given the importance of the mission. As a strategic leader, they will guide projects related to a wider variety of work programs, including security cooperation, tactical and operational Command and Control (C2) integration, tactical communications, international acquisitions, cyber security, artificial intelligence, machine learning, digital engineering, modeling and simulations, and next-generation technologies. They are a critical member of the department leadership team, including the Department Manager, Department Principal and Outcome Leader.

The Chief Engineer of the Strengthen Coalition Capabilities Department works with stakeholders across MITRE to align and shape activities that have shared equities with government sponsors and international customers. They are accountable for coordinating with other Centers, MITRE Labs, and Department and Division Chief Engineers to ensure the requisite level of quality standards are met on interconnected efforts while ensuring the relevance and impact of our products. They play a crucial role in executing and developing the division, department, and MITRE International (MNS-I)’s mission strategy and strengthening cross-MITRE relationships. 

The Chief Engineer’s responsibilities include:

Technical Quality

  • Ensure the strength of the department’s work by shaping its content and bringing a perspective that reflects knowledge of the department’s domain and technical capabilities.
  • Provide technical direction and oversight to the projects and other department efforts.
  • Implement the technical quality program across the department to ensure products and recommendations delivered to MITRE’s sponsors are independent, data-driven, technically sound, properly reviewed and discoverable.
  • Collaborate with Chief Engineers across the corporation to identify opportunities to define and improve technical quality norms and increased product reusability.
  • Shape technical quality through active participation in the Division Software (SW) Council to advance division-wide practices for software quality.

Technical Impact

  • Drive innovation into the department’s work program by leveraging the MITRE Innovation Programs (MIP and International Firefly) and serve as the Department oversight to the Department Innovation coordinator.
  • Collaborate with other chief engineers to inform MITRE’s Innovation Program (MIP), which is MITRE’s internal R&D program, to fund and pursue projects beyond our direct sponsor requests, to generate impact.
  • Drive work products that span across the three strategic departmental regions for reuse and discoverability.
  • Ensure individual projects are driving change at a technical level, while partnering with project leaders to ensure the project itself is the right level impact for MITRE, during inception and execution.

Strategy Development

  • Identify and execute cross-cutting technical efforts that go beyond the department and enable MITRE at large, including Global Nerve (international remote collaboration environment), International Product Line (productization and reuse repository for international offerings), centralization of cybersecurity international offerings, future capabilities roadmap for international customers, etc.
  • Build strategic cross-cutting efforts within the international mission in alignment with: MNS-I International strategy, division strategy, Combatant Command priorities, U.S. Country Plans, and other related MITRE internationally related strategic initiatives.
  • Identify key technology disrupters and international work areas that MITRE’s international work needs to shape towards and create a pathway for the work program.
  • Assist in transforming the work program to align with sponsors' pressing needs, anticipate future needs, and apply critical and innovative thinking to achieve significant impact on sponsors' outcomes, both now and in the future.
  • Provide continuous assessment of the department’s capabilities to inform hiring activities and investment opportunities.

Staff Development

  • Demonstrate and promote MITRE’s cultural attributes of speed, risk-taking, adaptability, collaboration, and grace and respect.
  • Mentor and develop staff and promote career path development and succession planning.
  • Assist formal MITRE mentoring program in conjunction with the department’s needs and requirements.
  • Promote a culture of collaboration across all staff experience levels to improve MITRE’s value to our sponsors.

Partnerships and Initiatives 

  • Coordinate technical outreach to industry, academia, and other stakeholders, ensuring that best practices and technologies are brought to bear on products/deliverables.
  • Collaborate with Chief Engineers across MITRE to identify opportunities to align efforts and increase impact to sponsors.
  • Develop and maintain relationships with key technical leaders across MITRE program divisions, MITRE’s Chief Engineers, MITRE Labs, MITRE Platforms, and externally for new project collaboration opportunities, innovation, technical skillset development, and technical quality.

Note, the successful candidate will contribute to one or more projects associated with Strengthening Coalition Capabilities Department and will have roles and responsibilities associated with department and project needs, to include: technical quality, technical impact, strategy development, staff development, partnership, innovation, and initiatives.

Basic Requirements:

  • 5 year’s experience working on international related projects and domain area.
  • Technical Acumen:
    • Typically requires a minimum of 12 years of related experience with a Bachelor’s degree; or 10 years and a Master’s degree, or a PhD with 7 years’ experience, showcasing technical expertise and leadership.
  • Leadership Prowess:
    • Exceptional communication skills, both oral and written, with the ability to engage and inspire across the organization; fostering trust through a clear vision for the program and foster an inclusive work environment.
    • Proficient at cultivating close working relationships with senior leaders and sponsors, serving as a trusted advisor to leadership on significant initiatives, technical challenges, and priorities.
    • A track record of successfully leading, nurturing, and developing technical talent and teams.
    • Experience developing strategies to increase the impact of deliverables.
    • Culturally sensitive and ability to work with people from different cultural backgrounds.
  • Autonomous Execution:
    • Exhibiting adaptability and flexibility in executing multiple missions across a variety of work programs.
    • A self-motivated individual with outstanding time management skills.
  • An active Secret level security clearance is required.
  • Ability to travel within the U.S.A. and internationally up to 15% of time.

Preferred Qualifications

  • Demonstrated success in internal research and development projects.
  • Proven track record in work shaping to meet sponsor needs.
  • Strong written and editorial skills including demonstrated ability to articulate complex topics to sponsors and staff.
  • Ability to obtain a Top Secret (TS) / Sensitive Compartmented Information (SCI) security clearance.
