The Transportation Data Analytics Department (L254) handles the enterprise management of data for aviation and other modes of transportation. Our mission is to create, manage, and operate a resilient transportation data platform utilizing leading edge technology to perform research, development, and analyses to further inform data architecture evolution, and to directly support our sponsors’ current and emerging needs through innovative application of data and analytics.

Job Responsibilities (Required):

The Transportation Data Analytics Department is seeking a Group Leader (GL) for the

Big Data Engineering” Group.

This group develops and uses best practices to design, implement, deploy, manage, and evolve Transportation Data Platform (TDP) capabilities and products. It focuses on using the TDP to support existing big-data products such as CAASD’s Threaded Track and Flight Story (TTFS) and extending TDP into new areas of transportation with an emphasis on intelligent transportation systems (ITS) and surface transportation. A key responsibility of the GL will be pursuing new opportunities in ITS and the surface transportation area.

The Group Leader will provide first-level home management and technical leadership for a group of computer scientists, software engineers, and data scientists in support of the activities and mission noted above.

This Group Leader will also:

  • Partner with L254’s TDP Product Owner in the development, deployment, management, and evolution of the TDP.
  • Use TDP to develop, maintain, and enhance user-focused capabilities to meet their business needs.
  • Pursue new opportunities in ITS and surface transportation areas that leverage TDP and the department’s competencies.
  • Coordinate TDP training activities, develop material including best practices, and provide training to users.
  • Maintain thorough documentation of all capabilities developed.
  • Oversee technical approaches from conception to deployment.
  • Oversee the TTFS product owner and any other product owners, or projects that may reside in this group.
  • Interact with Project/Task Leaders, Portfolio Managers, Department Management, and IT infrastructure staff to help define task-level work, manage team staff members, and provide enterprise data capabilities. 
  • Work with other Department-level staff to develop and socialize our strategy for the TDP.

Essential Job Functions, Accountabilities, and Authorities:

Along with the responsibilities noted above, this Group Leader will also:

  • Provide first-level management to a team of computer scientists, software engineers, data scientists, and other engineers.
  • Coach, mentor, and develop technical staff; providing technical leadership across a range of areas.
  • Ensure the team’s project deliverables are technically sound and express key findings clearly and concisely in both written and verbal form.
  • Partner with MITRE Project/Task leaders, Portfolio Managers, and the Department Management team to understand their operational requirements.
  • Develop work program for Group that aligns and advances the Department’s mission.

Required Qualifications (Required)

  • Bachelor's Degree in Computer Science, Software Engineering, Data Science or related degree.
  • Three years of experience leading a team of software developers and engineers in developing, deploying, and maintaining an enterprise-level, big data analytics capabilities.
  • Three years of experience developing, deploying, and maintaining applications using big data tools such as Hadoop, HBase, DynamoDB, Nifi, Kafka, , Spark, Jupyter, , Docker, Flink, Kuberenetes, Helm.
  • Three years of experience designing, developing, deploying, and maintaining Java-based applications.
  • Three years of experience developing big-data analytic capabilities based on software design patterns.
  • Three years of experience architecting, developing, and deploying cloud-based applications and systems.
  • Three years of experience delivering and supporting production software applications using Agile and DevOps methodologies and tools such as git, github, docker, and the Atlassian suite.
  • Communication skills with a focus on communicating the implications of complex technical information using plain language.
  • Proven ability to build relationships with internal/external stakeholders.
  • Experience in business development and work program shaping.
  • Experience in developing service level agreements for enterprise services.
  • Knowledge and experience developing analytics, data ingest, data fusion, and data translation capabilities; and providing continuous integration, deployment, and testing capabilities within the TDP and the Connected Data Architecutre (CDA) ecosystem.
  • Minimum of five years related work experience.

Preferred Qualifications (Optional):

  • Experience with and understanding of transportation data and domain missions including aviation, highway, auto, rail, and waterway data.
  • Experience working with key organizations in the ITS or surface transportation areas.
  • Master’s Degree in Computer Science, Software Engineering, Data Science or related degree.
