Job Description

The MITRE IRS and Tax Administration Division is searching for a Chief Engineer to help expand and improve our growing Data Analytics capabilities. The Chief Engineer’s focus will be primarily within the CGEM division dedicated to data analytics for tax administration, though the span of influence may span multiple departments within CGEM related to tax administration or other Treasury-related government agencies. In addition to working directly with sponsors executing their mission as Project Leader or Technical Leader, the Chief Engineer works across the Division ensuring projects are using tax administration data and technology effectively to improve government mission outcomes. The Chief Engineer leads by example by being an expert in one or more areas of technical relevance to the department. The successful candidate will work closely with the Department Manager to ensure that a meaningful, coherent vision is realized across government projects and independent research efforts.

They will work with the department manager and CGEM-level Chief Engineers to identify additional hiring needs, fruitful avenues of research, and best-of-breed technology that can improve government performance. The Chief Engineer may also propose and contribute to MITRE independent research projects.

The ideal candidate will have experience developing and deploying data strategies and ML systems; experience working in a data-intensive environment, with familiarity with key data management concepts and considerations; experience acting as a leader for project teams; experience proposing, conducting, and documenting independent research; and be driven by the desire to use research, statistics.

As the operator of seven Federally Funded Research and Development Centers, MITRE’s focus is early-stage development and design, as well as sustainable architecture and design. This means that we both deliver prototypes and we simultaneously engage at the executive ranks to set agency technical strategy. The Chief Engineer engages at all these levels to ensure the sponsor strategy and execution stays on track for success.

Basic Qualifications:

  • Typically requires a minimum of 12 years of related experience with a Bachelor’s degree; or 10 years and a Master’s degree; or a PhD with 7 years’ experience; or equivalent combination of related education and work experience.
  • Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information or applicants who are eligible for security clearances.

Required Qualifications:

For this position, we are looking for

  • BS in computer science, math, statistics, operations research, or related technical field with substantial relevant professional experience (BS plus 10 years; MS plus 8; or PhD plus 3)
  • History of successful ML production operations including, but not limited to, industry-standard tools, scaling, ethics/fairness, governance, automation, testing, monitoring
  • Experience in one or more areas of computer science, such as Natural Language Processing/Understanding, Neural Networks, Computer Vision, Machine Learning, Deep Learning, Privacy, Trust & Safety, Software Engineering or similar
  • Proficiency with typical data science tools/technologies such as R, Python, Java, SQL, and Git
  • Familiarity with data architecture and data management concepts and strategies, such as the data lifecycle, data stewardship and governance
  • An interest in deeply understanding government sponsors’ business needs and challenges
  • Experience working with or leading multidisciplinary teams
  • History of participating in or managing robust research programs
  • Ability to tailor communications to provide the appropriate level of detail to the audience, whether technical or executive
  • Eligibility for IRS Moderate Suitability (US government clearance)

Preferred Qualifications:

  • Expert-level proficiency in at least one major programming language (C++, Java, Python) and one Deep Learning Framework (MXNet, Tensor Flow, etc.).
  • Familiarity with Big Data systems such as Hadoop, Spark, Hive,.etc.
  • Familiarity with DevOps/MLOps concepts and tools (e.g., Autoscaling, containers, performance tuning and optimization)
  • Familiarity with agile software development processes (e.g., scrum, user stories)
  • Track record of setting roadmaps, priorities and measuring the progress in achieving them
