Department Summary:

The Advanced Transportation Operations Network Management department is looking for a Group Leader / Mission Area Leader to head the transportation ecosystem integration mission area and group. The Group Leader / Mission Area Leader will be critical to the continued development of our department people, capabilities, and business to achieve the department mission, advancing transportation network management to ensure safe, efficient, secure, and resilient end-to-end operations. The successful candidate will become an active member of the department leadership team and will have a track record of leading people, developing capabilities, growing business, thinking and acting innovatively, and collaborating across boundaries. The successful candidate will create collaborative relationships with MITRE Labs, other FFRDCs, MPS, and Division personnel managers. Group leadership responsibilities are part-time, and the selected individual should expect to maintain impactful individual contribution in their mission and domain areas on direct or indirect MITRE project work. The Group Leader / Mission Area Leader is expected to lead projects within the focus areas of the department and their mission area, delivering high-quality technical work products that enable the accomplishment of appropriate sponsor strategic and project level outcomes.

Roles and Responsibilities:

  • Group Leaders / Mission Area Leaders will work across their mission areas and domains in partnership with outcome leaders, project leaders, and the department manager to ensure leading best practices, technical execution, growth and maturity of the mission area in support of the sponsor’s missions.
  • Work in partnership with the department manager, outcome leaders, and other Group Leaders / Mission Area Leaders in shaping and growing the department’s capabilities as well as with division department managers and outcome leaders to shape and facilitate the growth of future, impactful work opportunities which align with the department’s role and its delivery in support of the sponsor’s missions; work in partnership with the department manager and other division leaders to lead and build teams to contribute to department, division, center, cross-organizational, and/or corporate initiatives; work in partnership with the department manager and Group Leaders / Mission Area Leaders to support staff in understanding and navigating administrative procedures and their department, division, center, and corporate mission and strategy; work in partnership with the department manager and other leaders to communicate relevant information to staff; serve as an engaged talent-cultivator for the department.
  • Group Leaders / Mission Area Leaders will participate on the cross-division management team responsible for shaping, leading, planning and executing the work program. Collaborating with the department manager, chief engineer, outcome leader and other group leaders, the responsibilities include hiring, career development, and management of group staff; leadership of projects within the focus areas of the group; and delivery of high-quality technical work products that enable the accomplishment of appropriate sponsor strategic and project level outcomes.
  • The Group Leader / Mission Area Leader will also participate in shaping the group and department’s role in and its delivery on both the Advanced Transportation Operations division and CIT Mission Impact Focus Areas; contribute to department, division, center, and/or corporate initiatives; support staff in understanding and navigating administrative procedures and their department, division, center, and corporate mission and strategy; communicate relevant information to staff.
  • Serve as a direct supervisor for staff supporting the concept and strategic operationalization of new entrants through systems engineering, data engineering & management, data science & analytics, and metric development to develop the principles, practices and inform the policies for new entrant operations. The team uses operational expertise to identify and evaluate expected barriers to implementation of operational concepts and works with sponsors to inform the policies for system and operations implementation.
  • Serve as a direct supervisor for a group of 5-10 staff providing expert guidance and direction as a leader and partner to aid in appropriate staff project/assignment alignment; identify appropriate work opportunities and ensure staff are fully allocated on meaningful project work; conduct regular, timely performance and development conversations; prepare performance assessments and development plans; mentor and advocate for staff; provide recognition and facilitate routine home management actions.
  • Communicate on a regular basis with work leaders on group member performance in order to provide timely, constructive feedback and support career development; leverage these work leader relationships to match staff competencies with projects and identify stretch assignments to develop new skills.

Minimum Qualifications:

  • Typically requires a minimum of 10 years of related experience with a Bachelor’s degree; or 8 years and a Master’s degree; or a PhD with 5 years’ experience; or equivalent combination of related education and work experience.
  • Demonstrated experience leading people and/or projects, and tasking and being motivated and rewarded by the success and development of others.
  • Substantial technical background with ability to apply new innovations across a range of technical domains applicable to the division.
  • Demonstrated experience building, retaining, and growing high performance staff and leading teams in potentially disparate locations.
  • Experience in supporting Federal Aviation Administration and/or Department of Transportation organizations or initiatives.
  • Understanding of Federal Aviation Administration and/or Department of Transportation mission and capability need areas.
  • Significant exposure to and experience solving mission-oriented challenges of our sponsors.
  • Demonstrated experience mentoring staff in MITRE behaviors: taking risks, being agile, and fast responsiveness to high priority needs.

Preferred Qualifications:

  • Demonstrated experience identifying and working to develop new work opportunities in alignment with organizational strategy.
  • Demonstrated experience recruiting and developing a high-quality team.
