Job Description

Roles and Responsibilities:

  • Apply deep understanding of critical and emerging technologies, including semiconductors/microelectronics, AI, smart cities, high performance computing, robotics, quantum, and other new and innovative technologies critical to the economic growth of U.S. businesses.
  • Lead projects focused on emerging technologies, developing capabilities to build domestic resiliency in critical technologies, and demonstrate the impact to U.S. global competitiveness.
  • Lead teams that develop data-driven solutions/capabilities to enhance technology advancement, promote U.S. exports, protect U.S. technologies, advocate for U.S. business interests, and inform policies.
  • Manage a collection of projects and supporting teams related to large scale grant programs, acquisitions, standards development, technology reconnaissance, studies and analyses.
  • Apply deep understanding of the interrelationships between federal, state/local and private sector equities in U.S. policy and regional development goals as they relate to emerging technologies.
  • Apply multidisciplinary knowledge and practices to achieve successful outcomes in cross functional projects and activities.
  • Strategically collaborate and leverage cross-functional teams to identify new opportunities to inform policy, build new capabilities, and test and iterate with cutting edge technology.
  • Lead sponsors through strategic, methodical, and pragmatic processes to build and operate large federal programs, including grants.
  • Develop close working relationships with sponsors and sponsor stakeholders, with the goal of being a trusted advisor for sponsor organizations including the National Institute of Standards and Technology (NIST), Economic Development Administration (EDA), International Trade Administration, and other Commerce bureaus.
  • Assist with the formulation and management of MITRE’s TEC Division emerging tech and economic development strategy.
  • Energize an established network with Commerce stakeholders to identify the best strategic opportunities to collaborate and partner with Commerce and other technical experts inside and outside of MITRE.
  • Foster muti-agency coordination that strengthens U.S. global competition.
  • Responsible for team management, deliverables, staffing, budgeting of multiple projects simultaneously. 
  • Apply project management expertise across projects. 
  • Provide strategic and technical FFRDC guidance to Commerce sponsors.
  • Broaden the aperture of MITRE’s FFRDC offerings to existing and new Commerce sponsors.

This position will work with or lead a multidisciplinary team to provide technical expertise with senior level government officials on the critical challenges and solutions influencing the operations and growth of the U.S. economy.

Minimum Qualifications:

  • Typically requires a minimum of 10 years of related experience with a Bachelor’s degree; or 8 years and a Master’s degree; or a PhD with 5 years’ experience; or equivalent combination of related education and work experience.
  • Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information or applicants who are eligible for security clearances.
  • At least 8-10 years in large scale program management overseeing multiple concurrent projects.
  • 5-10 years’ experience developing technology business strategies and leading analysis and research programs.
  • Ability to communicate and synthesize complex concepts that enable organizational and technical decision making and inform policy.
  • Ability to identify, form and support both domestic and international partnerships.
  • Ability to manage and lead tasks to meet expected customer and sponsor outcomes.
  • Well-respected and recognized as a thought leader among peers.
  • Self-starter dedicated to quality and developing new solutions to address global competition.
  • Energetic self-starter with excellent organizational, inter-personal and managerial skills. 
  • Able to easily gain the trust of others.

Preferred Qualifications:

  • Master’s degree preferred with at least 8-years of related experience or PhD/PhD candidates with 5 years’ experience, or equivalent combination of related education.
  • TS-SCI clearance preferred.
  • International experience preferred.
