This role is a primarily an on-site, technical leadership position reporting to the AST Senior Director, Engineering. The PACE interacts with NIO division staff and the engineers assigned to support NIO pursuits and programs. The PACE is focused primarily on implementing AST developed technology and achieving excellence in engineering execution on all NIO endeavors. The Engineering department has an extensive breadth of skills sets, including system engineers, software engineers, hardware engineers, network engineers, integration & test engineers, mission specialists, & engineers supporting customer activities within customer spaces (services engineering).

The PACE is a key member of the Engineering Center Leadership Team (ECLT) – that oversees the overarching strategy and specific activities associated with nearly 400 high performing engineers across a broad range of disciplines and specialty fields – and will be a strategic representative of the Engineering Center. You will collaborate closely with other ECLT members as well as business & infrastructure staff members across AST as you pursue AST strategic objectives and seek to contribute to the overall successful operation of the AST Engineering Center. You will also encourage AST’s high level of focus on customer mission success and provide the drive to maintain the vibrancy in AST’s products and engineering capabilities as AST continues to demonstrate thought leadership for the Intelligence Community (IC).

Primary Responsibilities:

  • Act as the liaison between the Senior Director, Engineering, and the Engineering workforce assigned to NIO.
  • Support the execution of current programs to ensure the consistent, sound execution and strategies, of high quality, timeliness, and technical integrity of department work products
  • Support the NIO Division Director to help craft the division’s technical roadmap, review the marketing campaigns
  • Support new business pursuits and proposals.
  • Support business activities with a focus on technology strategy and revenue growth
  • Support site leadership with a focus on maintaining a cohesive culture and high levels of staff engagement
  • Compliance with Raytheon and AST processes and guidelines with a focus on pursuing continuous improvement in all core activities

Qualifications/Experience Needed:

  • Typically requires minimum 10+ years experience either as a: 1) Chief Engineer or Lead Systems Engineer of a DoD or IC program / project / major task, or 2) product team lead performing development, fielding, support, and serial upgrades
  • Typically requires minimum 10+ years experience performing as an engineer (any discipline) developing complex, custom, software-governed, electronic systems for DoD or IC customers
  • Demonstrated ability to successfully lead/manage multi-disciplinary project teams
  • Working knowledge of Network Engineering
  • Experience with cyber network operations (CNO), either/both Defensive Cyber Operations (DCO) and/or Offensive Cyber Operations (OCO)
  • Experience with proposal generation such as leading a proposal effort, writing technical volume, writing basis of estimates and cost estimation, or red team reviews
  • Demonstrated ability to collaborate with product owner(s) in requirements decomposition, estimation, and planning
  • Strong written & oral communications skills with the ability to effectively interact with subordinates, peers, superiors and customers
  • Comfortable working in a fast-paced, dynamic, customer-responsive environment
  • Ability to travel as needed (~25%) 
  • Current and Active TS/SCI DoD Security Clearance on Day 1 of employment
  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) unless prohibited by local laws/regulations and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience or in absence of a degree, 14 years of relevant experience.

Preferred Qualifications:

  • Strong understanding of network security concepts, such as vulnerability analysis, exploit development and secure coding practices.
  • Familiarity with a variety of reverse engineering tools such as disassemblers, debuggers and decompilers.
  • Able to analyze and dissect systems to identify solutions to address security issues
  • Experience implementing and analyzing network and telecommunications protocols (e.g. TCP/IP, Ethernet, SSL, GSM, OSPF, BGP, ISIS, G/MPLS, SDH) and network topologies
  • Experience designing network topologies and configuring and hardening routers, switches, and intrusion detection systems.
  • Experience developing proof-of-concept (PoC) use case scenarios in support of telecommunication and computer network configurations
  • Experience with RF, optical, or telecommunications standards and processing techniques
  • Experience with cloud architectures
  • Experience with programming or scripting languages, such as Python or C++
  • A strong understanding of the Cyber Electromagnetic Activities (CEMA)
  • Experience with machine learning
  • Experience with FPGA development
  • Experience with system integration & test, DevSecOps, & mission operations support
  • Familiar with services businesses operations of highly skilled, cleared engineers assigned to work in classified Government customer facilities alongside Government employees
  • Knowledge of & familiarity with earned value management systems
  • Working knowledge of business intelligence & infrastructure tools (e.g., staffing, program planning, budget allocation / cost collection / analysis)
  • Working knowledge of business development processes & experience supporting competitive DoD or IC capture efforts
