Leidos is looking to fill a Senior Program Manager position within the Analysis Solutions Division (ASD) to manage a contract providing personnel to perform enterprise-level, comprehensive, and flexible professional and management services support. Our mission is to deliver exceptional service, value, and expertise with efficient, high performing, and innovative teams. We achieve this as a prime and as a subcontractor. In this role you will have fiduciary and performance responsibilities to address the financial, programmatic, and workforce related responsibilities encountered. Personnel will be deployed into an Integrated Product Team (IPT) environment which includes our Prime’s personnel and other subcontractor’s. This position is key within the ASD Partnerships Program organization, which is chartered to nurture and grow relationships with Leidos’ strategic partners. The successful candidate will be an experienced Program Manager that favors action and enjoys developing and leading a diverse talent pool. You are expected to work collaboratively with our management, quality, and talent acquisition teams to deliver the commitments of the negotiated agreements/contracts.

You will be the main POC for the Government and provide overall leadership and guidance for all program personnel and is responsible for the support operations enabling Defense Enterprise all-source intelligence production and support to senior Defense client. The TO PM will provide high level supervision of all resources and subcontractors working closely with team leads. The program manager will have authority to commit resources and make decisions for the organization in response to Government concerns. This position is contingent upon contract award.

What you’ll be doing:

  • Provide program execution oversight (including multiple high-visibility or strategic programs) across the Analysis Solutions Division, including policy compliance.
  • Provide oversight to active programs on financial performance, risk management, subcontracts, change management, and contract management.
  • Support program staffing efforts, coordinating with Talent Acquisition professionals.
  • Oversee timeliness and quality of program deliverables.
  • Provide operational oversight, coaching, mentoring, and development for staff and succession planning for program.
  • Provide support staff for base work as well as optional and surge support.
  • Develop materials for and participate in executive reviews and IC presentations.
  • Establish and maintain relationships with clients in concert with program staff and leadership. Promote the Leidos brand and work to enhance our reputation.
  • Conduct pre-award and post-award program compliance reviews.
  • Collaborate with business development, capture, line leadership and other functions to develop winning solutions for business growth, including re-compete, new business, and take-away opportunities.

What does Leidos need from me?

  • Top Secret/SCI (TS/SCI) security clearance required. Candidate will be subject to a Polygraph.
  • Project Management Professional (PMP)® Certification.
  • Experience in managing programs of $20M or more per year.
  • Experience leading teams of 60-100 or more employees.
  • Experience leading FFP, Cost Plus and T&M TO contracts, as well as performance-based contracts.
  • Ability to define problems, supervise studies and lead surveys to collect and analyze data to provide advice and recommend solutions.
  • In-depth knowledge and demonstrable experience with the intelligence production cycle, executive intelligence production, graphic design, web development, and data science and related technologies.
  • Demonstrated executive level communication to senior U.S. policy makers and intelligence leaders.
  • Analytic leadership and expertise in identifying, planning, developing, and executing analytic production methodologies, tradecraft and techniques aligned with labor category mission.
  • Extensive ability to provide strategic advice, technical guidance and expertise to Defense planners and policymaker (e.g. Undersecretary level or higher).
  • Experience managing multiple subcontractors and vendors in support of TO projects.

Favorable if you have:

  • 20 years of experience conducting analysis relevant to the specific labor category with at least a portion of the experience within the last two years.
  • Master’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education.
  • Ability to review analytic products for cogent arguments, tradecraft standards, and adequate support for conclusions; routinely tests analytic rigor of analytic products.
  • Mastery of qualitative and quantitative analytic methodologies and pursue new developments that affect tradecraft methodology.
  • In-depth analysis of analytic operations and knowledge management issues across organizational and intra-IC boundaries and clearly articulates key findings.
  • Experience in Graphic Design and Multimedia production, Web Development, Business Analytics and Data Science.

Pay Range:

Pay Range $144,300.00 - $260,850.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
