In this job, you’ll This Project Controls Advisor will provide project cost controls for a portfolio of major project/programs and work with Project Management to ensure the execution is carried out in scope, on schedule and within budget.

  • Lead or oversee the development and maintenance project budgets/baselines, short- and long-term forecasts, and expenditure plans for a portfolio of major and/or multi-year projects and/or programs.
  • Lead or oversee the development/update of routine and complex reports to assist Project Managers and partners to monitor, manage, and forecast costs (e.g., budget, actual, commitment, contingency, earned value, cost per unit, cost impact analysis) for a portfolio of multi-year projects or external data requests.
  • Provide consultation on complex matters, best practices, and data analysis in areas of cost controls (e.g., budget, forecasts, cost impact analysis, risk analysis). Perform complex analytics and prepare and present results, alternatives, insights, and/or recommendations to support business decisions, to manage project costs and schedules, and to mitigate potential risks to a portfolio of multi-year SCE as well as Customer projects.
  • Collaborate with stakeholders and utilize applicable estimating, customer agreements, cost management, and/or scheduling knowledge, techniques, and tools to determine and communicate the results (e.g., trend, variance, and cost impact).
  • Lead the preparation or prepare project controls data request responses and work papers in supporting corporate/governance, internal/external audits, General Rate Cases, and any pertinent regulatory filings. Influence or implement project controls policies, standards, or operations procedures. Perform quality assurance or reconciliation tasks following established techniques and procedures. Identify and/or lead process and service improvement opportunities on matters of significance to the business.
  • Possess mentorship responsibility to develop future project controls professionals. Provides training in areas of expertise.

Qualifications

The essentials

  • 7 years of experience in cost controls, cost engineering, and/or cost estimating.

The preferred

  • Bachelor’s Degree in electrical, industrial engineering, data science, business, construction management, or project management
  • Master’s Degree in science, engineering, business, management, or leadership
  • Experience in Project Management, Project Controls, and Construction Management, or equivalent experience. Utility construction/CA regulated/regulatory/EPC experience desirable.
  • Demonstrated knowledge, ability and experience with SAP or similar Enterprise Resource Solutions application.
  • Certified Cost Professional, Project Management Professional, Professional Engineer, or equivalent credential(s).
  • Experience with Microsoft software (e.g., Word, Excel, & PowerPoint).

You should know

  • This position’s work mode is hybrid. The employee will report to an SCE facility for a set number of days with the option to work remotely on the remaining days. Unless otherwise noted, employees are required to reside in the state of California. Further details of this work mode will be discussed at the interview stage.

  • Position will require up to 5% traveling and being out in the field throughout the SCE service territory.
  • This position has been identified as a NERC/CIP impacted position - Prior to being hired, the successful candidate must pass a Personnel Risk Assessment (PRA) or Background Investigation. Once hired, the candidate must complete specified training prior to gaining un-escorted access to assigned work location and performing necessary job duties.
