General Overview

Responsible for building and leading a team to deliver technology products and services that meet business outcomes. Ensures people development through coaching, mentoring, feedback, and hands-on career development. Develops a technology strategy and ensures technology solutions comply with applicable standards. This role advocates and advances modern, Agile solution delivery practices and evangelizes great design, engineering and organizational practices. Accountable for team/program level resource and financial management; builds and maintains teams through talent acquisition. Sets maturity objectives and enables individuals/teams to with training & resources to achieve them. Sets and tracks quality and performance objectives. Facilitates performance and career development of individuals through performance reviews, coaching, and building individual development plans that are needed to develop competencies and skills. Understands individual and team maturity and performance through team/client feedback. Manages relationships with the business and technology leaders, and vendors for technical products. Accountable for solution delivery management as relevant to their teams e.g. prioritizing tech debt, compliance and security items, and supporting audits. Accountable to ensure all relevant risk, financial, and compliance polices and standards are met. Accountable for the application performance in production (app health, resiliency, performance, security, enterprise data management standards, audit exams and reviews). Creates the technology strategy for their technical domain. Ensures that execution is aligned with product strategy by working with Product Management, Product Owners, and other stakeholders. Creates an inclusive and healthy working environment, and helps to resolve organizational impediments/blockers. Leads and creates followership in Communities of Practice in the organization. Manages a team.

Equities Data: Senior Technology Manager

The Global Markets Data and Regulatory Reporting team is responsible for building systems that help the Bank leverage the power of data, helping a wide variety of users including front office execution services, sales traders, data scientists, regulators, and compliance.

As a Senior Technical Manager, the candidate will be responsible for managing development teams responsible for designing and delivering the next generation data platform for event processing, regulatory reporting, alerting, analytics and supervisory reporting. The platform must be highly scalable and resilient while integrating with many upstream and downstream systems. The candidate will be working in a collaborative environment with multiple stake holders.

Key Responsibilities

  • Lead Equities regulatory platform development, maintenance, and support
  • Work closely with regulatory inquiries team to provide data required for responding to regulatory inquiries, analysis required to fix data quality issues
  • Work closely with compliance, legal, external counsel, CAT principals on inquiries, requirements, and project deliveries
  • Responsible for building and leading a team to deliver technology products and services that meet business outcomes
  • Effective technical execution and delivery ensuring all deliverables are implemented on time and within budget
  • Facilitates performance and career development of individuals through performance reviews, coaching, and building individual development plans that are required to develop competencies and skills in the team
  • Develops a technology strategy and ensures technology solutions comply with applicable standards while working in an agile delivery model
  • Resource and financial management; builds and maintains teams through talent acquisition
  • Manages relationships with the business, compliance, technology leaders and vendors
  • Accountable for solution delivery management as relevant to their teams e.g. prioritizing tech debt, compliance and security items, and supporting audits.
  • Accountable to ensure all relevant risk, financial, and compliance polices, and standards are met

Required Skills: 

  • Extensive experience developing regulatory reporting platforms including Consolidated Audit Trail (CAT), Order Audit Trail (OATS), FINRA 605/606, MiFID, NYSE Crossing Session 2
  • Expensive experience working with regulators, legal, compliance, external counsel on regulatory inquiries
  • Ability to lead and build global teams in multiple locations
  • Serves as a thought leader to motivate, challenge and create an inclusive working environment for all team members 
  • Experienced and accomplished IT leader who can deliver new technical solutions via agile development and ensure the production stability of applications
  • Proficiency in Core Java and its ecosystem
  • Strong experience with distributed systems, Big Data technologies and data analytics
  • Strong experience working with Middleware technologies like Kafka
  • Experience working with regulators, legal, compliance, and regulatory inquiries
  • Comprehensive understanding of Equities products including options, client and product reference data and order life cycle events
  • Self-motivator with high aspiration for learning and delivery with ability to maintain and build strong / effective teams.
  • Ability to communicate often and clearly with all key stakeholders
  • Experience in designing multi-year strategic roadmaps with proven track record of delivering against transformation projects 
  • Experience with the US financial industry is mandatory

  • Experience working with Cloud based technologies 
  • Experience working with Kubernetes / Container orchestration technologies
  • Experience in Test Driven Development / Agile and DevOps
  • Understanding of FINRA regulatory reporting obligations & standards
