Job Description

Position supports the Department of Homeland Security's (DHS) efforts to successfully fulfill the legislative requirements of the Resource Management and Transformation Division (RMT), including assessment, planning, and implementation of systems, data analytics and automation protocols. Candidate will go through complex data validation activities to Treasury broker and will work with components to review and improve data quality of their submissions. Candidate needs to present to DHS HQ CFO and Components CFO and also at top tier conferences.

Candidate provides leadership for those involved in the development, design, and optimization of one or more information technology and systems functions. Responsibilities include, but are not limited to, analysis, selection and modification of enterprise systems, application software and automate ongoing processes.

  • Advance Excel / Access Skills
  • Leadership skills to head a Data Act Project Management Office (PMO) to help coordinate the planning, implementation, testing, and validation efforts including presentation to CFO of the organization.
  • Facilitate working group sessions and meetings with stakeholders, meet with stakeholders to address questions and concerns, brief stakeholders on implementation guidance, and project status.
  • Python
  • RPA (UiPath/ Power Automate)
  • Building dashboard tools
  • Building models for predictive and proscriptive analytics
  • Advance Tableau Development / Power BI

Experienced Required:

  • Demonstrated experience as a Data Scientist analyzing large amounts of data to identify patterns / trends and building useable and value-added data products that facilitate effective decision making.
  • Demonstrated experience supporting Artificial Intelligence (AI) / Machine Learning (ML) projects and initiatives.
  • Candidate must have experience conducting statistical analysis, qualitative and quantitative research, and program assessment.
  • Candidate needs expertise in analyzing, implementing, and evaluating evidence-based metrics and data.
  • Candidate must have expertise in Program/ Project Management along with Change Management.
  • SME for data quality, strategic communications, and change management.
  • Candidate must have experience working identifying, assessing, and managing potential project risks as well as anticipated points of resistance; managed updates to an internal risk register, including mitigation strategies for each identified risk.
  • Drafted various briefs, articles, talking points, and implementation updates detailing the progress and effectiveness of change management activities; briefs and prepares senior leadership accordingly for speaking arrangements.
  • Experience briefing or presenting using advanced data visualization techniques.

Preferred Education, Experience, & Skills

  • A certified Project Management Professional (PMP)
  • Published peer-reviewed articles and papers on data analytics and strategic planning.
