Job Description

SAIC seeks a Chief Architect (CA) with a passion for innovation combined with excellent skills for designing and delivering solutions spanning enterprise, application, security, data, operations, and analytics. Success will require the ability to adapt to changing requirements while maintaining a disciplined drive to resilient a modern architecture, leverage existing assets, that is capable of consuming and exploiting vast amounts of complex data. Communication of designs as well as the ability to support full development lifecycle is critical to delivering mission outcomes. This role will work with and propose cutting edge innovations, support the business sponsors for investment decisions, oversee full lifecycle delivery of solutions, and collaborate across multiple IC agencies. Collaboration, communication, and excellent writing and briefing skills are essential to success.

As the CA for a flagship program within the IC, you will oversee and provide direction for all technical aspects of the program in a dynamic and complex environment to include: requirements management, design and architecture, development, security, deployment and installation, testing, research, cost-justification and recommendation, and operations and maintenance, for complete IT enterprise solutions both on-prem and multi-cloud.

The CA is responsible for researching, establishing business case, and supporting current and delivering future enterprise architectures. This encompasses broad enterprise domain including complex external contributors and consumers. It includes security, network, storage, and compute resources as hybrid on prem and multi-cloud. Applications and components include COTS, GOTS (new and legacy), Open Source, and cloud managed services. This position requires knowledge of security, classifications systems, and processes such as achieving and maintaining authority to operate (ATO). This position includes broad mission-aligned IT responsibilities with a heavy focus on data operations, curation, management, analytics, and security. The CA supports the Program Manager (PM) to ensure teams of contractors, sub-contractors, and government participants are performing effectively

Responsibilities include: 

  • Continuous modernization of architecture and IT’s application of that architecture to support mission, resulting in solutions and business cases for tactical and strategic continuous improvement.
  • Execution of approved plans by refining mission needs into actionable requirements, then guiding implementation and operations teams to deliver solutions
  • Leading research to create business cases for recommended investments for an enterprise architecture that encompass complex classified networks and enclaves, multi-cloud, on-prem, a wide range of COTS/GOTS applications and data, and ever-growing portfolio of analytics capabilities.
  • Supporting the PM in achieving the customer and contract goals and objectives

Qualifications

  • Active TS/SCI clearance with willingness and eligibility to obtain a CI Polygraph
  • A Bachelor’s of Science/Engineering degree in Electrical, Computer Engineering, System Engineering, Network Engineering or other related technical field. 
  • A minimum 10 years of experience developing enterprise solutions for complex data-driven, information sharing systems. 
  • 8570 certification; minimum level III or ability to maintain certification within the next 6 months.

Desired:

  • Master’s degree in engineering, computer science, or other related technical field. 
  • Minimum three years planning and executing local and long-haul communications.
  • Credentials: CISSP, Certified SAFe 5 Agilist, Agile Scrum Master/Product Owner. 
  • Experience with complex analytics including areas such as Machine Learning, Deep Learning, Natural Language Processing, and an array of intelligence types (HUMINT, GEOINT, OSINT, etc…)
  • Experience in Quality of Service (QoS) management and governance in Service Oriented Architectures (SOA)
  • Demonstrated experience leading Agile and Scaled Agile teams to successfully deliver Mission Outcomes; specifically focused on data ingestion, analysis and fusion, and dissemination.
  • Demonstrated understanding and ability to deliver
    • Multi-year technology roadmap
    • Enterprise and application development and modernization, including Service-oriented, container-based design
    • On-Prem and Cloud-based IC/CT Networks and enclaves.
    • Layered security and requirements for operational lifecycle (resulting in ATO)
    • Storage and data systems (RDBMS, NoSQL, Graph)
    • Compute including design for scaling, high availability, and continuous ops (COOP)
    • Ability to capture requirements, oversee development, and integrated deliverables of data science (AI/ML/NLP)
    • IT Service Management, Agile and Scaled Agile, DevSecOps
