Job Description

The Data Engineer, or Data Systems Engineer, is responsible for designing, managing, and administering data infrastructure to extract and organize data in support of the Army National Guard (ARNG). This position is in direct support to the ARNG’s Enterprise Architecture Office (EAO) and requires someone with a current and active Secret clearance.

Guard Enterprise Cyber Operations Support (GECOS) is a Cybersecurity and IT Service Management (ITSM) contract in support of the operation, protection, modernization, expansion, and further evolution of the ARNG’s global Information Technology (IT) services including networking, compute, storage, infrastructure, applications, hosting, and program management services. The GECOS program supports the ARNG enterprise IT infrastructure, its Wide Area Network (WAN), authentication and directory services, cybersecurity, application hosting, and associated services in accordance with best practices and in accordance with Army, DISA, and DoD policies, initiatives, and directives. GECOS uses ITIL best practices framework as the basis for its ITSM model.

HOW A DATA ENGINEER ADVISOR WILL MAKE AN IMPACT

  • Collaborate with ARNG Department Heads, development teams, business users, and IT operations to determine data storage and organizational needs to create and maintain data infrastructure for the Directorate, Offices of Primary Responsibility (OPRs), the National Guard Bureau (NGB) and the 54 States and Territories
  • Develop and implement security policies and procedures and systems and services to protect data and applications
  • Assist in identifying ARNG Enterprise internal and external data sources
  • Determine requirements and identify installation solutions for new databases
  • Monitor system performance and identify areas for improvement in current systems
  • Design modeling tools, spreadsheets, status dashboards, flowcharts, and other types of presentations and / or tools
  • Coordinate with other team members to reach project milestones and deadlines
  • Audit databases regularly to maintain quality
  • Ability to analyze and present statistical information
  • Create and maintain documentation, to include manuals, training materials, technical specifications, design reports, etc

WHAT YOU’LL NEED TO SUCCEED:

  • Education: Bachelor’s degree in Computer Science, Information Technology, Engineering or relevant field with a minimum of 5+ years of relevant experience or 10+ years of relevant federal Data Architect, Database Administrator, Data Manager, and / or Data Scientist experience
  • Required Experience: 
    • Data Management and Visualization software and tools: examples include matplotlib, ggplot, d3.js., Tableau, etc
    • Machine learning methods: examples include k-Nearest Neighbors, Naive Bayes, SVM, Decision Forests, etc
    • Familiarity with SharePoint, MS Teams, Azure, and other Microsoft technologies
    • Proficiency in handling imperfections in data
  • Desired Experience:
    • Knowledge of Power Platform architecture and best practices
    • Administering, configuring, and customizing Power Platform, including PowerApps, Power Automate, Power BI, and related components
    • Knowledge of Vantage platform and Gabriel Nimbus system
  • Certifications:
    • Must possess appropriate certifications to achieve DoD IAT Level II at start date
    • Ability to obtain ITIL v4 Foundation within 6 months of start date
  • Security Clearance Level: SECRET Clearance
  • Required Skills and Abilities: Superb technical, communication, personnel management, leadership, and customer management skills; strong ability to multi-task, problem solve, delegate, empower others, and supervise work to completion; attention to detail and ability to work in a fast-paced environment
  • Location: On Customer Site (Arlington, Falls Church, VA) with up to 2 days telework optional (must completely in-process with all credentials, accounts, access, and understanding of role and responsibilities before telework allowed)
