Position Focus:

Lead the design and construction of a scalable Medicaid data platform. The platform will extract, transform, and load Medicaid data from multiple states, enrich the data for analysis, and automatically generate standard analytic files that conform to researcher needs. The Lead Data Scientist will maintain and extend an existing data platform in conjunction with senior faculty and other team members, and will be responsible for developing and maintaining the protocols for data management, data repository development, and data validation. In addition, the Lead Data Scientist will oversee the work standards of all research staff within the division who enter, manage, verify, or monitor the data.

Serve as the Medicaid Research Group expert in data science and database design with a focus on building scalable solutions to big data problems in health care. The position will lead the design and construction of a unique-to-academia Medicaid data platform that automates the process of extracting, transforming, and analyzing the standard datasets many healthcare researchers rely on (e.g. administrative claims data). The platform will expand Medicaid research output at Yale and facilitate a broad set of collaborations with external researchers, Medicaid stakeholders, and policymakers.

This individual’s initial focus will be to build scalable solutions that support ongoing research into Medicaid managed care. But, a key role for this person will be to work with other YSPH faculty and researchers to understand their needs and identify opportunities to adapt the Medicaid data platform to serve a broader audience.

Essential Duties

  • Leads development and execution of new and/or highly complex algorithms and statistical predictive models and determines analytical approaches and modeling techniques to evaluate potential future outcomes. 
  • Establishes analytical rigor and statistical methods to analyze large amount of data, using advanced statistical techniques and mathematical analyses. 
  • Manage highly complex analytical projects from data exploration, model building, performance evaluation. 
  • Apply in-depth knowledge of systems and products to consult and advise on additional efforts across organization/enterprise. 
  • Motivates Project members and probe into technical details, and mentors’ others to do the same. 
  • Provide thought leadership and direction of analytic solutions, tools and studies. Anticipate and solve strategic and high-risk business problems with broad impact on the business area by applying leading-edge theories and techniques to investigate problems, detect patterns and recommend solutions. 
  • Provides guidance to develop enterprise-wide analytics strategy and roadmap. Interact with internal and external peers and management to share highly complex information/solutions related to areas of expertise and/or to gain acceptance of new or enhanced technology/ business solutions.

Required Education and Experience

  • Master's degree in Quantitative or related Field and minimum four years of progressively complex related experience.

Required Skill/Ability 1:

  • Mastery of at least one analytic framework (R, Python, Julia) with a very strong preference for Python.

Required Skill/Ability 2:

  • Ability to deal well with ambiguity and act with autonomy.

Required Skill/Ability 3:

  • Excellent problem solving and communication skills.

Required Skill/Ability 4:

  • Strong attention to detail.

Preferred Education, Experience and Skills:

  • Master’s Degree in statistics, computer science, epidemiology, economics, health services research, health policy, public policy or a related field. Health policy research experience. Experience working with Medicaid data. Knowledge or experience with software engineering processes (such as agile software development) a plus.
