Position Focus:

Biomedical Informatics and Data Science serves as the hub for biomedical collaboration at Yale. It brings informatics to the clinic and the bedside; innovates new approaches to the analysis of big data across the biomedical research spectrum from basic genetic, proteomic, cellular, and systems biology to the understanding of the social determinants of health; and works in concert with colleagues in data science. This position will direct and develop a multi-program administrative office concerned with one of a variety of areas including: program development; student, faculty, and staff informatics services; and fund management and coordination among other University functions.

Some Essential Duties:

The Operations Director is responsible for the management and administration of all aspects Research Information Office (RIO), including planning, organizing, staffing, leading, and controlling program activities. This position plans the delivery of the overall program and its activities in accordance with the mission and the goals of the organization.

Oversees the advancement and growth of RIO Activities. Gives direction and leadership supporting the philosophy, mission, strategy, and annual goals and objectives to all RIO service programs. Assumes primary accountability for disseminating and publishing all program information to create public awareness and support of the program. Identifies, solicits, and cultivates community partnerships and collaborations to assist in the development and growth of the program. Develops the metrics to identify and measure the success of the program. Responsible for measurements of research informatics service success and related evaluation.

Develops an annual budget and operating plan to support the operational activities related to RIO. Ensures program operates within approved budget. Monitors and approves all budgeted program expenditures. Manages all program and project funds according to established accounting policies and procedures. Ensures that each programs activities operate within the policies and procedures of the organization and activities comply with all relevant legislation/regulatory requirements.

Plays a key role in strategic planning. Works closely with leadership, internal and external colleagues and community residents to develop new initiatives to support the strategic direction of the RIO and implements long-term goals and objectives to achieve the successful outcome of RIO.

Builds and maintains a program evaluation framework to assess the strengths of the RIO service programs and to identify areas for improvement. Monitors the program activities on a regular basis and conducts an annual evaluation according to the program evaluation framework. Identifies and evaluates the risks associated with program activities and takes appropriate action to control the risks. Reports evaluation findings to appropriate stakeholders and recommends changes to enhance each program, as appropriate.

Essential Duties

  • Directs one or more functional areas within an administrative department of the University and ensure compliance with University policies and procedures. 
  • Directs analytic and research support for educational policies and planning and develops and approves administrative policies affecting assigned functional areas of the University. 
  • Directs and establishes parameters for major projects for the department and University. 
  • Interprets federal policies and regulations and educates staff and administration about regulations, restrictions, and the legal responsibilities of the University.
  • Directs and implements policy and program modifications and develops standards to ensure compliance with federal, state and local regulations. 
  • Develops and administers an operating budget for the assigned department consistent with University policies and procedures. 
  • Develops cost savings objectives and goals; authorizes major purchases and negotiates contracts that range from routine to complex in nature. 
  • Establishes and implements long- and short-range goals for the functional area consistent with University goals and objectives. 
  • Directs the development of related automated systems to support the function; determines office policies and procedures for use of automated systems. 
  • Directs the evaluation and selection of vendors and negotiates contract details including work steps and pricing with the vendors on behalf of the assigned functional area. 
  • Works with internal and external contacts to solve problems that range from routine to complex in nature. 
  • Represents the University in discussions and negotiations with various governmental agencies. 
  • Directs a staff of exempt and nonexempt employees. 
  • May perform other duties as assigned.

Required Education and Experience

  • Bachelor’s Degree in related field. Seven years of experience or an equivalent combination of education and experience.

Required Skill/Ability 1:

  • Excellent organizational and leadership skills, including both agile and traditional PM.

Required Skill/Ability 2:

  • Ability to analyze requirements and develop and maintain systems and service level agreements for efficient operations of enterprise information services.

Required Skill/Ability 3:

  • Demonstrated ability in budget administration, resource projection.

Required Skill/Ability 4:

  • Quantitative reporting of performance and use of Project Management tools

Required Skill/Ability 5:

  • Ability to develop SOPs and train junior staff in best practices in project management and administration.

Preferred Education, Experience and Skills:

  • Masters degree in Health Administration, Business Administration or equivalent experience in enterprise-wide program management in health and research information technology. At least five years’ demonstrated ability in budget administration, resource projection.
