Job Description

The Innovation, Hybrid & Cyber (IHC) Division provides a coordinated approach for NATO to the emerging security challenges of the 21st Century. It serves as NATO HQ’s focal point for policy development on issues linked to innovation and Emerging and Disruptive Technologies (EDTs), Data and Artificial Intelligence (AI) Policy, cyber, hybrid, energy security, security of critical undersea infrastructure, as well as the impact of climate change on security.

The Division also promotes security cooperation on these challenges through a variety of different programmes, with Allies and with Partner nations, as well as with industry, academia and with other International Organisations (IO).

The Data & Artificial Intelligence Policy Unit (DAIP) is responsible for advocating, leading, and helping manage the responsible adoption of data and AI policies and technologies for NATO. It provides policy leadership, drives policy adoption, and establishes high-level frameworks and enablers to empower NATO to draw value from both open source and NATO and Allied generated data focusing on Alliance operations and missions.

The Data Analyst will contribute to shaping and delivering data and AI projects, initiatives, and tools that aim at enhancing NATO’s processes. S/he will work closely with IHC’s leadership team and other sections of the Division, as well as with other stakeholders across NATO. S/he will be responsible for translating policy requirements and needs of decision-makers into data-driven solutions. This will also include collecting data from various sources, analysing, present, and reporting on them using modern tools and methodologies to help provide insights and recommendations.

QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

The incumbent must:

  • hold a masters’ degree from an institute of recognized standing in a relevant STEM discipline, such as: Data Science, Machine Learning, Mathematics/Statistics, Computer Science or Engineering;
  • have 5 years of relevant professional experience in data analysis and/or data science;
  • have proven experience in developing reports with data visualisation and the ability to explain and present data as a convincing story, especially to non-technical audiences and to leadership;
  • have proven experience with state-of-the-art data science, analytics and data visualisation tools, as well as programming languages, such as Python or SQL;
  • have a good understanding of critical developments relating to data and AI, including technology, tools, research and market developments, and in particular of their defence and security implications;
  • have experience in handling large datasets and conducting complex data analysis in a secure, sensitive environment;
  • have strong analytical and problem-solving skills;
  • have good drafting and presentation skills and previous experience working in a dynamic environment with diverse stakeholders;
  • have proven ability to work effectively in a team;
  • Possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.

DESIRABLE

The following would be an advantage:

certifications in data science, analytics platforms, project management or relevant tools (e.g., Tableau, Power BI etc.).

  • experience in user training and mentoring on data analysis and/or AI tools, methodologies, etc.;
  • good understanding of the impact of personal data protection and responsible AI rules and guardrails on data science and AI implementations;
  • solid knowledge of current international security developments, and an understanding of the Alliance’s political-military decision-making process;
  • knowledge of NATO structure and activities;
  • previous relevant professional responsibilities in a national administration or in an inter-governmental institution;
  • good understanding of international politics relating to data and AI policy development, information technology governance and security issues.

MAIN ACCOUNTABILITIES

Expertise Development

Support ongoing efforts both within IHC and across the NATO enterprise to enhance data-driven decision making in different policy domains, from energy security and innovation policies through to cyber and hybrid policy. Support leadership and decision makers in understanding the potential as well as the limitations of data science and AI in different contexts, including through the increased use of data analysis reports, data visualisation and data storytelling. Harness modern data analysis tools and methodologies to collect, analyze, and present data.

Project Management

Collect and manipulate large, complex datasets for analysis. Develop data models, dashboards, and reports to support NATO's operations and decision-making processes. Provide technical expertise, requirements and guidance on the selection and use of appropriate data analysis and visualization tools and techniques.

Participate in and contribute to scoping of data analytics projects for IHC-related initiatives. Lead and cooperate on the development and implementation of data science or analysis projects.

Policy Development

Provide technical inputs to support the development of data exploitation and AI policies, strategies and action plans to enable NATO to draw value from data generated by NATO and its Allies, with a focus on Alliance operations and missions. Support team in preparing policy documents, food-for-thought papers etc. for committee level discussions. Contribute to relevant policy initiatives as part of NATO’s Digital Transformation.

Stakeholder Management

Establish working relationships with policy officers, as well as with key stakeholders who are working on data science and AI issues, across the NATO HQ, NATO’s Strategic Commands, and Agencies. 

Liaise with relevant points of contact on issues related to the provision of data analysis, visualisation, and AI.

Present technical information to technical and non-technical audiences. Communicate findings and recommendations to senior leadership in a clear and concise manner.

Knowledge Management

Ensure that all stakeholders of NATO’s data exploitation and AI efforts are kept informed through the preparation and maintenance of dashboards, visualization products, awareness raising material, etc.

Promote IHC’s work and stay informed of recent developments and stakeholders’ inputs. Coordinate with other key NATO entities playing leading roles in data analytics and AI.

Mentor and help IHC and NATO staff develop relevant data skills and adopt AI-driven solutions as part of their work.

Lead the organization of knowledge sharing sessions on data analysis and AI for IHC and NATO staff.

Information Management

Support and foster cross sectional, cross-divisional and political-military collaboration. Act as a custodian of the knowledge base of data analysis and AI tools and processes across the Enterprise, and recommend those that could be leveraged further.

Representation of the Organization

Upon request, represent the Data and AI Policy Unit at internal and external fora, such as conferences and symposia, as deemed appropriate.

Perform any other related duty as assigned.

INTERRELATIONSHIPS

The incumbent reports to the Unit Head, Data and AI Policy Unit in the Innovation, Hybrid and Cyber Division, and works closely with other divisional stakeholders. S/he will also cooperate with other Divisions, the International Military Staff, the NATO Office of the CIO, the Science and Technology Organization, NATO Strategic Commands, the NATO Communications and Information Agency, and national delegations, as necessary.

CONTRACT

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.

Contract clause applicable:

In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.

The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
