Location

This role can work remotely from anywhere in the USA. You must be legally authorized to work in the US.  Bixal does not provide visa sponsorship. 

What Will You Do?

We are looking for a Senior Data Architect to join our growing team of experts at Health and Human Services. The hire will be a visionary able to translate the business requirements of a federal agency into technology requirements and data standards that align big data initiatives with IT and data governance policies. The Senior Data Architect expresses strategic requirements, outlines high-level integrated designs to meet those requirements, and aligns with enterprise strategy and related business architecture. They must be self-directed and comfortable collecting requirements from stakeholders of all backgrounds, transmitting those needs to multiple teams and systems through a data management framework. Meticulous attention to detail, experience wrangling all levels of data quality, as well as the ability to understand abstract concepts, is essential to perform well in this role. The right candidate will be excited to positively impact millions of Americans by infusing their knowledge into the federal government’s data processes. 

Responsibilities

• Develop and execute a comprehensive data management and maturity strategy that aligns with agency goals, objectives, and policies.
• Visualize and design processes in a framework subsequently used by data scientists, data engineers, or data analysts by leveraging data pipeline diagrams, standardized dictionaries and glossaries.
• Enforce data governance policies, standards, and best practices to maintain data quality and compliance.
• Maintain comprehensive documentation of data architecture, data models, and integration processes, ensuring they are visible to all parties at all times.
• Influences data owners, modelers, engineers, and analysts to recommend solutions that support a strategic and holistic approach to data integration, management, and reporting.
• Define data flows, i.e., which parts of the organization generate data, which require data to function, how data flows are managed, and how data changes in transition.
• Design complex data models, ensuring data accuracy, integrity, and performance.
• Ensure data security and compliance with data privacy regulations.
• Stay current with emerging data technologies and make recommendations for adoption to enhance data architecture.
• Solution with Bixal’s team of practice area leads and business development experts to envision new opportunities for data modernization in the federal space.

Qualifications

• Experience working as a data architect or data engineer in the healthcare analytics space.
• Ability to undergo a background investigation by the U.S. Government and meet eligibility requirements for suitability.
• Previous experience working as a data engineer on a major transformation effort.
• Proven ability to translate business requirements into technical specifications, including iteratively advancing the maturity of data streams, integrations, transformations, data lakes, and data warehouses.
• Excellent leadership, problem-solving, and communication skills.
• In-depth knowledge of data integration tools (ex. erwin, Alation) and ETL processes.
• Proficiency in AWS data management systems.
• Strong understanding of relational and non-relational databases.
• Strong expertise in data modeling techniques, data warehousing, and data lake design using tools such as Databricks, Snowflake, and Redshift.
• Experience designing architecture to successfully wrangle big data under data quality constraints.
• Understanding of data regulations and standards such as FISMA, PII/PHI, FHIR, ARS.
• Experience working on Agile teams.
• Bachelor’s degree and 2+ years of experience in a data architect role, and 5+ years of experience with open-source data engineering, or a commensurate combination of education and experience

$165,000 - $180,000 a year
