Job Description

As an SDA AI and Analytics Acquisition Program Manager, you will provide program control and business operations support to the SDA AI and Analytics portfolio in conjunction with the development of Machine Intelligence for Space Superiority, Mission-Driven Autonomous Collaboration and Digital Infrastructure for Data and Analytics. The Artificial Intelligence (AI) and Analytics Branch executes a diverse portfolio of activities in support of SDA data exploitation requirements. The Analytics portfolio includes applied research in AI, autonomous sensor orchestration, data connectivity, sense-making, and indications and warnings to enable space domain decision making.

This is a full-time position at either the Maui Space Surveillance Center in Kihei, HI or at Peterson Space Force Base in Colorado Springs, CO with the opportunity to telework 2-4 days per week at the discretion of the Government.

Responsibilities

Duties include, but are not limited to:

  • Support project management and project control and budget activities including formulating, executing and analyzing performance for multiple contracts; track contract funding, period of performance, modifications and deliverables
  • Support budget activities including formulating spend plans, administering and monitoring spend plan execution and analyzing performance of initiatives included in the spend plan
  • Support development and coordination of funding documents including Military Interdepartmental Purchase Requisitions (MIPRs) and Purchase Requests (PRs)
  • Advise and assist the Government Program Management Office (PMO) on program management tasks, including scheduling and risk management
  • Provide contract oversight support associated with the development, modification, upgrade, and sustainment of contracts supporting the AI and Analytics portfolio of projects
  • Provide relevant input to acquisition planning activities; draft and support release of request for proposals (RFPs); draft acquisition documentation, to include RFI, RFP, BOEs, SOWs
  • Assist the PMO with the review, evaluation, and award of proposals; prepare and coordinate contract documentation; monitor execution of contracts supporting Cross Mission Data initiatives
  • Draft correspondence, build and route staff packages, letters and memoranda
  • Perform financial analysis; develop program operating memorandum (POM) inputs; draft responses to requests for information; support planning and execution of funds
  • Support resolution of programmatic issues and deficiencies with prime contractors in support of contractor performance
  • Develop and maintain strong relationships with SDA stakeholders
  • Develop and maintain strong relationships with Government Contract, Legal, Finance, and Program teams
  • Support the GPO to develop and advocate long-term strategic plans for the AI and Analytics portfolio
  • Travel to CONUS and OCONUS locations upon government direction
  • Other duties as required/requested by the Government within the constraints of the S3 contract

Qualifications

Minimum Required Qualifications:

Citizenship: Must be a US Citizen

Clearance: Must have and be able to maintain a Active Secret clearance, eligible for Top Secret/SCI

Education: Bachelor's degree in Business, Program Management, Accounting or a related discipline

Years of Experience: 8 or more years of relevant experience OR,

  • Master's degree in Business, Program Management, Accounting or a related field with 4 or more years of experience

Preferred Qualifications:

Clearance: Active TS/SCI, agreeable to polygraph

Certifications: PMP, DAU, DAWIA, or equivalent Acquisition Program Management Level I or II certification

Education: Master’s degree in Business, Program Management, Accounting or a related discipline

Experience:

  • Knowledge of USAF or USSF Financial Management processes
  • Knowledge of DoD Acquisition Adaptive Acquisition Framework processes

Additional Information:

Location: Work is performed at the Maui Space Surveillance Complex (MSSC) in Kihei, Maui, HI or at Peterson Space Force Base, CO

Hybrid: With the opportunity to tele-work 2-4 days per week at the discretion of the Government

Travel: Up to 10% to CONUS and OCONUS locations upon Government direction
