SPA's Maritime Division provides timely, objective, analytic assessments, strategic planning, and expert operational, technical and acquisition support to the Undersea and Surface Warfare communities, and related agencies and partners. We play key roles in providing the insights and strategies to address current and emerging challenges to our national security. We have tremendous impact in helping our clients achieve success on their most important issues and programs within the constraints of the budget environment.

The Naval Surface Analysis Group (NSWAG), within Maritime Division, focuses primarily on providing analytic and program support to the Surface Warfare component of the United States Navy, enabling enhanced decision-making regarding the allocation of resources to improve operational capabilities.

SPA has an immediate or near term need for a Senior Data Analyst supporting Rapid Defense Experimentation Reserve (RDER) program within the Joint Staff J7 Joint Wargaming and Experimentation Division (JWED).

Salaries are commensurate with experience and qualifications, as well as market and business considerations.

Salary pay range: USD $93,000.00 - $193,000.00/Yr.

Responsibilities

Contractor support will include: Experimentation (design, development, evaluation and data analysis); Networking architecture development and deployment; Modeling and simulation experimentation techniques; and the application of Machine Learning & Artificial Intelligence technologies for Rapid Defense Experimentation Reserve (RDER) program within the Joint Staff J7 Joint Wargaming and Experimentation Division (JWED). This effort will provide Navy Information Warfare Center Pacific (NIWC-PAC) with: experimentation, data analysis, network architecture integration, modeling & simulation, software engineering research and development services to the Joint Staff J7 Joint Wargaming and Experimentation Division (JWED). Experimentation will entail the full range of new initiative experimentation including system requirements, design, implementation, and validated metrics for the meeting of identified Concept Required Capabilities (CRCs). This effort will also examine the architecture, engineering, functionality, interface and interoperability of proposed initiatives that are developed and submitted to meet DoD CRCs. The initiative evaluations will include operational experiment design and construction, operations and requirements analysis, concept formulation and development and feasibility demonstrations. Additional efforts will include requirements verification and validation, engineering/functional analysis, technical documentation, machine learning & artificial intelligence utilization, networking data design and integration with the Joint Experimentation Network (JExNet) as well as modeling & simulation testing, evaluation and demonstration.

Qualifications

Required Qualifications:

  • BS degree in Data Science, or Computer Science; Information Systems, or Information Technology; Electrical, Software, or Systems Engineering
  • Ten (10) years of direct work experience with designing and maintaining data models and structures along with data extraction and preparation processes
  • Six (6) years working with similar data structures/environments as identified in the Statement of Work (SOW) with specific experience to include: Validating data, Data Team collaboration, usage of database applications & analytical tools, data query & collection processes providing accurate and appropriate interpretation of data
  • TS/SCI clearance and the ability to maintain it throughout employment
