FG IV – IT Project Officer – NLP Scientific Research

POSITION FOR: Member of the contract staff FGIV – art. 3b of the Conditions of Employment of Other Servants

WE ARE:

As the science and knowledge service of the Commission, the mission of DG Joint Research Centre (JRC) is to support EU policies with independent evidence throughout the whole policy cycle.

The JRC is located in 5 Member States (Belgium, Germany, Italy, the Netherlands and Spain). Further information is available on the JRC website.

The current vacancy is in the Text Mining & Analysis Competence Centre, a focal point for text mining at the European Commission.

Examples of recent challenges include using multilingual topic mining to understand citizens’ concerns in public consultations; developing targeted sentiment analysis for news and social media; refining automated event detection from news for crisis situation awareness purposes; following the propagation of narratives during the Covid-19 crisis.

WE PROPOSE:

The successful candidate will work in these areas:

  • Research and development of NLP software, applying state of the art approaches such as transformers and large language models to a range of challenges
  • Collaboration with other researchers and IT experts to integrate research results with existing tools and dashboards
  • Publication of research results in peer-reviewed scientific conferences and journals
  • Advising and supporting policymakers on how NLP can help to provide needed information

WE LOOK FOR:

Candidates with the following qualifications/skills:

  • Good communication and team-working skills.
  • MSc and/or PhD in Computer Science, Artificial Intelligence, Computational Linguistics, Statistics or related areas.
  • At least three years postgraduate experience.
  • Proven publication track in peer-reviewed scientific conferences and journals.
  • Very good knowledge of English (B2 level).
  • Hands-on programming experience.
  • Hands on experience with state of the art machine learning, deep learning and NLP toolkits, in particular in applying large language models.

    It would be an asset to have:

  • Demonstrated skills in development of tools and applications that exploit machine learning-based solutions in Python (preferably) or Java,
  • Hands-on working experience with data visualisation tools,
  • Knowledge of more natural languages
  • Experience of working in a multilingual environment.

INDICATIVE CONTRACT’S DURATION:

36 months initial contract with possible renewals up to maximum 6 years.

PLACE OF WORK: Ispra (IT)

ELIGIBILITY CRITERIA:

Candidates for this contract agent post shall:

– (i) have passed a valid EPSO CAST selection procedure; or

– (ii) be registered in the EPSO Permanent CAST

or

– (iii) be registered in the Specialised Call for Researchers (used mainly by the JRC).
